Posted on Monday, 5 of October , 2009 at 4:48 pm ALBANY—Taking a step to reduce harmful air pollutants and help prevent wildfires and driving up the cost of waste disposal, the New York State Department of Environmental Conservation (DEC) has extended restrictions on the open burning of residential waste effective Oct. 14.  Residents in rural areas had previously been allowed to have a burn barrel to burn papers. Now they will have to pay up to $2 per bag for disposal at the landfill. The open
